The RSI Group is an independent municipal advisory firm consulting state and local governments. The group was founded by Pamela Mobley, who has 22 years of experience in the municipal industry.
Over the course of her career, Ms. Mobley has served as a senior managing underwriter or financial advisory for over $25 billion in municipal bonds. She has lead financings for large-scale infrastructure projects for issuers such as the states of Arkansas, Illinois, Michigan, Missouri, Pennsylvania, Tennessee and Texas, among others.
For each of her clients, Ms. Mobley provides financial analysis, extensive review and preparation of disclosure documentation and credit profiles. As an industry generalist, she has financed projects for transportation, airports, housing, higher education, tax increment and water and sewer projects for many Midwestern and Southern government entities.
Ms. Mobley has been instrumental in preparing comprehensive debt management strategies for many municipal clients by effectively addressing tax, legal and structural concerns for a myriad of bond types and structures.
Some of her recent clients have included the State of Arkansas, the City of Little Rock, the Little Rock Wastewater Utility, Philander Smith College, the City of Memphis, Shelby County, Memphis Light Gas & Water, Nashville Sports Authority, Nashville Metropolitan Government, North Texas Tollway and the City of Houston, among others.
